A jurist of distinguished career in the academic, legal, and political spheres, he holds a Bachelor’s and a Master’s degree in Law from the University of São Paulo (USP), and a Ph.D. from the Pontifical Catholic University of São Paulo (PUC-SP).
He served as a Justice Prosecutor at the Criminal Prosecution Office of the São Paulo Public Prosecutor’s Office, where he built a solid career in public service.
Within the same institution, he worked as a Prosecutor before the First and Fourth Jury Courts and as a Prosecutor for the Defense of Public Assets, before being promoted to the position of Justice Prosecutor.

He was Executive Director of PROCON-SP, a member of the National Council for Consumer Protection, and held the position of State Secretary for Consumer Protection.
He was elected State Deputy for São Paulo for three consecutive terms, authoring 59 laws approved by the Legislative Assembly.
In the Assembly, he held prominent positions such as President of the Committee on Constitution, Justice and Drafting, President of the São Paulo Legislative Assembly, and President of the National Council of Presidents of Legislative Assemblies of Brazil.

His academic career includes teaching at prestigious institutions such as the Damásio de Jesus Legal Complex, where he taught for 20 years; Mackenzie University; Police Academy; Faculdade das Américas; and Universidade Nove de Julho, where he currently serves as Director.
He was also a Professor at the Higher School of the Public Prosecutor’s Office, a tenured Professor at the São Paulo Police Academy, and an instructor and member of the examining board at the Center for Advanced Studies in Public Security (CAES) of the Military Police.
Founding partner of the National Association for Combating Abusive Litigation (Anela).

He is the author of several legal works and is among the most frequently cited jurists by Brazil’s higher courts.
Throughout his career, he has received numerous distinctions and honors from civil and military institutions in recognition of his contribution to Law and public service.
